Administrative Procedures (Address / Organization Changes)

14-day Rule

Some procedures related to graduation, withdrawal or moving must be completed within 14 days. Missing the deadline can cause problems.

① Notification of Change of Affiliated Organization (Immigration)

Departure notification (when graduating/withdrawing from JCL)

Within 14 days from departure date / Immigration (online available)

Transfer notification (after enrolling in destination school)

Within 14 days from enrollment date / Immigration (online available)

Online Procedure (RASENS)

First-time users must register on the site. Confirm procedure details with your immigration office.

② Address Change (Residence Card / My Number)

The moving-out date must be reported by the student. In principle, complete move-out/move-in (address change) within 14 days.

Within Kyoto city: submit move-in (address change) at ward office of new address
Move outside city: move-out at old address → move-in at new address (both within 14 days)

③ National Health Insurance Changes

Move outside city: settle/return at old address → enroll again at new address (as soon as possible)

④ National Pension Procedure (Student Special Payment)

If you graduate from language school and proceed to university, please check the pension procedure guide. If eligible, you can apply for the student special payment system (deferment/exemption).

⑤ Others (Mail / Phone / Bank)

Mail forwarding (1 year)

Forwarding may start about 10 days after application. Apply online or submit at the post office.

Mobile phone (address change)

Update via app/web or at a store counter.

Bank account (address change/closure)

Usually handled at a branch counter. Bring passbook, cash card, seal, and updated residence card.

Dormitory Move-out (Residents)

Dorm residents must have a move-out inspection.

Final Move-out Date (in principle)

Move-out Flow

Remove belongings → complete cleaning → pass move-out inspection
Early move-out request: consult dorm staff about the move-out date
The cleaning briefing has been completed for all dorms. Contact dorm staff for details.

Status of Residence (Renewal) *Important

Important

Staying beyond your residence period is illegal overstaying. Complete renewal before expiry.

You can apply from 3 months before expiry. Prepare early as processing times vary.
